Reuters: Western Cars Continue to Enter Russia via China Despite Sanctions

According to Reuters, Russian car dealers are bypassing sanctions by importing tens of thousands of European, Japanese, and South Korean vehicles through Chinese intermediaries. The report is based on interviews with individuals involved in the trade as well as vehicle registration data.

Sanctions Reshaped the Market, Alternative Channels Remain

Following the launch of Russia’s invasion of Ukraine, the country’s automotive sector was hit by strict sanctions, prompting many foreign automakers to exit the Russian market. Official distribution channels were halted, significantly limiting access to Western brands.

However, unofficial sales networks continue to enable the import of a wide range of vehicles — from Japanese brands such as Toyota and Mazda to German luxury manufacturers. Chinese intermediaries play a central role in facilitating these transactions.

Reclassification Tactics Used to Bypass Restrictions

Most of the vehicles in question are manufactured in China, where many global automakers operate joint ventures with local partners. According to Reuters sources, dealers formally sell new cars within China, then reclassify them as used vehicles before exporting them to Russia. This approach allows them to avoid the need for official authorization from manufacturers to sell into the Russian market.

Russian dealers report continued demand from customers who specifically want Western brands, such as Mercedes. Western automakers maintain that sales to Russia are prohibited and state they are doing everything possible to prevent unauthorized exports, though they acknowledge enforcement remains challenging. Sanctions expert Sebastiaan Bennink of the European law firm Bennink Dunin-Wasowicz noted that the number of methods available to circumvent restrictions makes it “almost impossible” to fully prevent certain vehicles from reaching Russia.
